Job Description The Senior Analyst, IT Business Systems, is responsible for solving cross-functional organizational information problems through identification and presentation of business and technical specifications based on customer and business needs, industry best practices and available technology. The incumbent for this role will work across the organization to define the functional, usability, reliability, performance and support requirements of a system, serving as a business subject matter expert, providing a link between the technical and business views of the system to ensure the solutions being developed will satisfy the needs of the business. Essential Functions Statement(s) --- Develops solutions to complex problems, requiring the regular use of ingenuity and creativity, within the larger context of the business needs and objectives. Takes a new perspective using existing solutions. Completes complex work assignments in the research, design, specification, documentation and testing of business applications and solutions. --- Provides analytical support for systems projects, including business function support for system migrations and consolidations, business area process improvement projects, and product installations. --- Consults with business to identify and document current operational procedures, problems, system input and output requirements, data scope, functional usage, formatting, user screen layout design, workflows and security requirements. --- Leads system requirements definition, design, testing, training and implementation support. Applies use of tools to define requirements and documentation. --- Writes and maintains functional specifications for new or modified business systems. --- Consults with programmers to design and develop automated business tools --- Communicates business requirements and technical specifications to programming/development resources. --- Assists business in the creation of user documentation, instructions, and procedures. --- Documents and monitors post-implementation issues and coordinates through resolution. --- Develops and/or reviews departmental business system requirements and business systems design documents, customer acceptance test plans, and post-implementation plans. --- Works with external technology partners in implementing new reporting capabilities, systems enhancements and technology. --- Provides analysis of efficiencies related to system enhancements/automation. --- Develops use cases and test cases. --- Executes system testing. --- Facilitates and supports user acceptance testing. --- Manages and resolves business-technology risks and issues through completion --- Serves as project lead/manager for business-technology projects, programs, and initiatives --- Acts as a resource for colleagues with less experience and may direct the work of other staff members. --- Implements process improvements within the team. Provides peer-to-peer and group training to team on a regular basis. SKILLS & ABILITIES Education: Bachelor's Degree (four year college or technical school) Required, Field of Study: Information Systems, Computer Science, Engineering or related technical-analytic field. Or any combination of academic education, professional training or progressive work experience, which demonstrates the ability to perform the duties of the position. Experience: 8 plus years of progressive experience in the systems analysis field and understanding of other IT areas, business needs and processes of mid to large size organizations. Experience leading and managing projects using agile and waterfall methodologies. Computer Skills: Proficient in Word, Excel, Access, Project, Visio, and Windows operating systems. Certifications & Licenses: A valid California Driver's License. Other Requirements: Ability to develop functional requirements and documentation for technical staff. Ability to develop data process modeling/mapping. Ability to develop system test plans. Ability to lead project teams and oversee planning, execution, and reporting. Possess a very high level of subject matter expertise in a functional area, which may require expertise in benefits, claims adjudication, provider or employer contract administration, member and provider demographic management, QI (HEDIS reporting), UM/CM. Demonstrated experience in creation of business process diagrams, data flow diagrams, and data models. Ability to drive positive results in difficult circumstances with ability to cope with rapid change. Possess an understanding of health industry data elements and understanding of how elements are used within departmental processes. Commitment to continuous learning with the ability to grasp new concepts quickly.
