Summary
Experienced buyer in a manufacturing environment involving the
acquisition of shop, manufacturing, and outside processing of
parts. The incumbent will have knowledge of supply chain
principles, procedures and terminology, deliverables, negotiation
skills encompassing terms and conditions, sourcing suppliers and
services, electronic filing systems, current versions of standard
software applications to prepare quotes, purchase orders,
spreadsheets, and reports. The incumbent will prepare requests for
quotes and purchase order specifications clearly and concisely;
learn the requirements of parts and material specifications; read
engineering drawings; analyze quotes and exercise judgement in
determining acceptable price, delivery, and quality.
Essential Duties and Responsibilities
Under general supervision, must be able to perform a variety of job
duties including, but not limited to:
Obtain materials from suppliers at lowest cost consistent with
considerations of quality, reliability of source and urgency of
need.
Source, interview vendors and recommend sources of supply.
Analyze quotations received, selects, or recommends for selection
suppliers with whom orders are to be placed. Develops and maintains
necessary records and files for efficient operations
Review requisitions
Negotiate and manage fulfillment of purchase orders, subcontracts,
and services
Maintain procurement records such as items or services purchased,
costs, delivery, product quality and inventories.
Develop supplier relationships, coordinate, and manage supplier
delivery commitments
Manage supplier metrics and trends to improve cost, quality, and
schedule performance
Drive supplier on time delivery to meet internal and external
customer requirements without sacrificing quality requirements.
Meet FAR and DCMA compliance as well as other program compliance
requirements
Interface with Engineering and Manufacturing Engineering to ensure
customer requirements and specifications are flowed down to
supplier
Drive quick resolution of NCMR's and ensure root cause / corrective
actions are in place to prevent duplicate failure
Resolve invoice issues and work closely with finance for supplier
payments
Resolve receiving issues
Keeps team updated on status of orders, current or anticipated
problems, and circumstances which may affect delivery, quality
and/or price.
Manual audit and replenish of facilities supply
Performs other related duties as assigned

Education and Experience
Associates Degree (A.A.) in Business Administration or a related
field required
Bachelor's Degree (B.A.) in Business Administration or related
field preferred
Three (3) + years of purchasing experience in an Engineer-to-order
manufacturing, OEM, aerospace, or defense environment; Outside
processing experience a plus
Required Skills:
Language: Must have excellent written and verbal skills. Ability to
read, analyze, and interpret general business information. Ability
to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions
from groups of managers.
Reasoning Ability: Ability to apply common sense understanding to
carry out detailed but uninvolved written or oral instructions.
Ability to deal with problems involving a few concrete variables in
standardized situations.
Mathematical Skills: Ability to calculate figures and amounts such
as discounts, interest, commissions, proportions, &
percentages.
Other Abilities: Knowledge of sheet metal and aerospace materials
preferred. Must possess thorough knowledge of materials planning
systems (MRP/ERP) requirements and order generation process logic.
Must have knowledge to apply general use of databases/spreadsheets.
Ability to complete the planning of workflow and meetings.
Proficient in Microsoft Suite. Must have strong negotiation,
analytical, critical thinking, and problem-solving skills.

environment.
