Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.Contract Administrator - NGMS Camarillo OfficeNorthrop Grumman is seeking an experienced Contract Administrator to join our Camarillo office team in a dynamic, fast paced program environment with the Naval Air Warfare Center (NAWC) at Pt. Mugu. The Contract Administrator will be responsible for performing a full range of contract functions for government contracting including proposal preparation, negotiations, contract administration and reporting and the formulation of various business agreements. The successful candidate will have a working knowledge of Federal Acquisition Regulations (FAR) and be able to understand cost structures and estimates of labor, materials, performance requirements, and delivery schedules to ensure accuracy and completeness. Excellent communication skills will be required for day to day interfacing directly with the NAWC customer and internally with multiple functional organizations, program management, and business management.Responsibilities:
  • Release internal authorization to proceed, facilitate contract review of new awards and mods, support project set-up based on funding received, and coordinate and manage all contractual direction and communication with customers
  • Advise internal teams on markings requirements and assist in crafting appropriate agreements/terms to protect company intellectual property
  • Monitor contract requirements and associated program funding and deliverables to ensure that contractual obligations are communicated, understood, and followed
  • Lead a team in establishing negotiation strategies, negotiating new contracts, and identifying and negotiating contract changes
  • Ensure compliance with company procedures and government regulations
  • Administer, negotiate, and perform closeout of contracts
  • Maintain an open and healthy relationship with internal and external customer
  • Strong oral and written communication skills, business acumen, customer management and team building skills are essentialRequirements:This position may be filled as a Principal Contract Administrator (Level 3) or Sr. Principal Contract Administrator (Level 4).#LI-JS1The Basic Qualifications for the Principal Contract Admin 3 are:
    • At least 6 Years of government contracts management /administration experience with a Bachelor's degree or 4 Years of contracts management/administration experience with a Master's degree.
    • Active DoD Secret Clearance, awarded/reviewed within the last 5 years
    • Must have excellent communication skills, be proficient in MS Office and be very detail orientedThe Basic Qualifications for a Sr. Principal Contract Admin 4 are:
      • At least 10 Years of government contracts management /administration experience with a Bachelor's degree or 8 Years of contracts management/administration experience with a Master's degree.
        • Active DoD Secret Clearance, awarded/reviewed within the last 5 years
        • Must have excellent communication skills, be proficient in MS Office and be very detail orientedDesired:
          • Demonstrated understanding of both FAR /DFARS Contracting with experience in administration in a cost plus, engineering services environment
          • Strong proposal development skills, solid negotiation skills, and the ability to maintain strong working rapport with internal and external customers
          • Experience in U.S. Government Department of Defense contract administration / management
          • Experience assessing potential Organizational Conflict of Interest (OCI) issues, particularly in an engineering services environment, and implementing mitigating actions such as organizational firewalls
          • Strong problem-solving skills and the ability to be flexible and change directions when needed
          • DAU Certificate in Contract Management
          • General understanding of business, accounting, and financial systems including SAP

            Salary Range: 103700 - 155500Salary Range 2: 83600 - 125400

            Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
