Morgan Consulting Resources, Inc. has been retained to conduct
the search for the Chief Innovation Officer for Gold Coast Health
Plan in Ventura County. This individual will function as both a
partner and leader in advancing the organization's continuous and
dynamic strategic planning process. This position is based in the
Camarillo office but a hybrid schedule will be considered.About the

About the Position:
Gold Coast Health Plan is building the Medi-Cal health plan of the
future for Ventura County, California. We have a comprehensive and
detailed, multi-faceted and multi-year Plan to achieve the best
health, the best access to Quality care, and a superior experience
for the members and communities we serve. To sustainably achieve
this Mission and stay ahead of rapid changes in the Medi-Cal
environment, Gold Coast Health Plan must advance new and innovative
solutions and transform our operational, organizational, and
technological capabilities. We are searching for a highly qualified
health plan leader with experience and expertise in driving the
execution of wide-reaching, complex, and cross-functional work
plans and performance improvement initiatives in partnership with
the health plan's Chief Executive Officer (CEO) and Executive Team.
The Chief Innovation Officer reports directly to the CEO and is a
member of our Executive Team.
This new position is itself an innovation at Gold Coast Health
Plan. From day one, this Officer role will have an immediate impact
on our capacity and capability for health plan performance
improvement by (1) supporting the CEO's efforts to unify the
company around one singular Plan (goals, initiatives, work plans,
and priorities) by strengthening company-wide coordination,
collaboration, and integration and by enhancing the practice of
performance-focused meetings for the Executive and Leadership
Teams; (2) advancing the organization's capability to develop and
execute goals and work plans and to continuously track performance
(including pioneering an Operating Steering Committee); (3)
improving the execution and integration of complex,
mission-critical, and enterprise-wide strategic initiatives,
including timely and meaningful engagement of the Executive and
Leadership Teams (inform, consult, and decide); and (4) building a
Strategic Communications Practice that delivers high-value
communications (internally and externally) and integrates
communications as a key component of all goals and work plans. The
role will also be a major contributor to new business development
initiatives that expand our impact on the communities we serve -
namely, Gold Coast Health Plan is advancing financial and
operational readiness and requisite applications to operate a Dual
Special Needs Plan by 2026, pursuant to our Commission approved "5
Year Strategic Plan."
Primary Objectives of this Role:
- Build and advance a goals-focused, performance-driven
organization with all requisite practices and processes, including
team-based development and execution of goals and work plans,
metrics reporting and continuous performance monitoring, robust
operational reviews, etc., at all levels of the organization. A
main focus will be on Executive and Leadership Team effectiveness
with these practices and processes.
- Strengthen the Executive and Leadership Teams performance with
the following: (1) improving the practice of efficient and
effective performance-based meetings that are comprehensively
agendized to include goals, operational and regulatory priority
matters, resources and support needs, organizational issues (as
appropriate), and timely escalations; (2) communicating inside and
outside the organization; (3) escalation of urgent matters for
information purposes or resolution and resource needs or other
supports; (4) timely and well-informed decision making; (5) full
and timely engagement in the budgeting process; and (6) championing
of the Plan.
- Ensure alignment with the Plan (goals, work plans, and
priorities) up/down/across the organization and ensure adequate
resourcing and supports are in place for cross-functional teams
leading goals/initiatives.
Daily and Monthly Responsibilities:
- Serve as the day-to-day single point administrative lead for
the Executive Team and Leadership Team meetings. This work will be
done in consultation with the CEO and will include, but not be
limited to:
- Setting and driving agendas.
- Activating with team members (and assist as needed with
decision support and prioritization) to ensure reports and work
products are of quality and delivered on time.
- Leading follow-up activities and communications.
- Co-leading company event planning activities with HR Leader and
Director of Communication.
- Serve in a principal leadership capacity on the Operational
Steering Committee (or equivalent operational review
process/forum).
- This is a major utility role for the CEO - and Executive Team -
that complements and supplements the company's capacity for getting
work done, timely and effectively. Given the impressive scope of
work that Gold Coast Health Plan has taken on in the greater
pursuit of the Mission, we will benefit from having a highly
experienced CEO partner and extender that can "swing" into a wide
variety of work as needed. The scope of work includes discharging
any operational duties, driving any operational assignments,
leading any operational projects and initiatives - big or small,
short term or longer term, transitional or permanent, representing
the company inside or out. The incumbent will leverage a
considerable breadth and depth of health plan experience and
expertise to execute assigned jobs and will be seen as a
ready-to-be-deployed resource.
- As assigned by the CEO, assist Executive Team members in
determining and prioritizing business strategies and securing
adequate and timely resources and supports.
- As assigned by the CEO, assist Executive Team members on
decision-making, goals performance, and company communications
(internal and external).
- In collaboration with the HR Leader, review, design, and
execute on improvements to organizational structure; find knowledge
and skills gaps and help address them; improve current processes
and coordinate organizational procedures for optimized efficiency
and productivity.
- Lead the Communications Team (staff and consultant supports)
and the development and ongoing operations of a highly effective
strategic communications practice that integrates timely and
meaningful communications with the execution of goals (internally)
and leverages communications and messages to advance the brand and
reputation of GCHP in its industry/markets (externally).
- Cultivate a metrics-focused management practice and company
culture. Design, develop, and operationalize a practice for the
production and use of management metrics. Establish a
metrics-based, business analysis-based approach to understanding
and managing performance and improvement. Work with Executives,
Leadership, goal "owners," and the Project Management Office,
departmental staff, and other associates, to compile a complete
management "picture" of performance (goals performance, drivers of
performance, significant operational issues/challenges).
- Conduct strategic analysis on key business initiatives and
design proposed solutions.
- Serve as liaison between staff, executives, leaders, and CEO
regarding company climate, employee well-being, project updates,
proposals, and planning.
- Oversee daily operations through collaboration with the
Executive Team and department leaders, performing an array of
administrative tasks from managing the Executive Team calendar,
generating correspondence.
- Build and develop relationships with all employees of the
company for increased efficiency and effective responsiveness into
existing operations, and help to define new operational strategies,
working with our executive teams on special projects.
- Serve as a subject matter expert, handling inquiries and
developing action plans to address them, and assisting with the
preparation and dissemination of communications.
- Assist in the creation of critical and key communications.
Design key communications strategies for all initiatives in
collaboration with our communications organization.
Required Health Plan Skills and Qualifications:
- 10-15 years of operations experience in Medicaid and Medicare
managed care; demonstrable experience across the full scope of
health plan functions (financial performance, hiring/recruitment
and organizational development, core health plan operations, health
services, member experience, provider contracting and services,
etc.).
- 7+ years in an Executive or Senior Leadership role in a health
plan or similar business, with a particular interest in Medicare
(D-SNP).
- 5+ years of reporting to a CEO or working within a CEO
office.
- Experience with building and maintaining effective working
relationships with boards of directors, community representatives
and regulators.
- Proven experience organizing and directing multiple
cross-departmental teams, simultaneously, on large, complex, and
high-stakes work plan execution.
- Proven success leading large, complex, cross-functional, and
high-stakes projects.
- Proven track record with negotiations of large vendor contracts
that include industry-standard performance incentives and service
level agreements.
- Excellent communicator in written and verbal form with
significant experience in highly effective corporate communications
with internal and external stakeholders.
- Extremely versatile, dedicated to efficient
productivity.
- Experience planning and leading strategic initiatives.
Preferred Qualifications:
- Advanced degree or MBA; Degree in Business Administration or
similar field.
- Excellent written and verbal communications; deep experience in
corporate communications.
- Experience with data/business analysis and market
research.
- Experience with high-dollar ($100M+) budget
management.
- Big firm consulting experience with a focus on operations
management.
- Six Sigma credentials and experience.
- Nimble business mind with a focus on developing creative
solutions.
- Strong project reporting skills, with a focus on
interdepartmental communication.
Salary range: $276,800-$434,000
