Position: Human Trafficking Initiatives Program Manager
HOURS: Exempt
Salary: $64,480 annually or $65,520 with bilingual incentive
POSITION OVERVIEW:
Responsible for the development, implementation, evaluation, outcomes analysis, maintenance, and operational administrative oversight of specialized regional human trafficking trainings, outreach, and capacity building initiatives. Engages partners in Ventura County, across the Central Coast Region and statewide through training and technical assistance, to increase the availability of best practice, trauma-informed services for survivors of human trafficking or exploitation. Will establish collaborative inter-agency platforms to share resources, best practices and strengthen partnerships across the region. Ensures an atmosphere that is trauma-informed, strengths-based, and culturally responsive for staff, partners, and individuals served. Maintain an environment supporting high team morale and effectiveness, demonstrating commitment to the mission, vision, and values of Interface Children & Family Services while displaying leadership qualities that motivate and inspire others. Customarily and regularly exercise discretion and independent judgement in the performance of all duties summarized as staff leadership, program management, and adherence to compliance standards, policy, and procedures. Provides leadership and expertise to increase the local, central coast region, and statewide understanding and knowledge of human trafficking through the facilitation of culturally informed, evidence-based activities that aim to prevent and disrupt the cycle of abuse and human trafficking. Oversees the administration of program staff and volunteers/interns and ensures contract compliance. Reports to the Director of Human Trafficking Prevention & Intervention.
DUTIES:

• Direct, plan, and coordinate the work of the program staff including recruitment, coaching, supervision and formal evaluations, training, and team building; include interviewing, hiring, and training employees; planning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and conflict resolution.
  
• Oversees the implementation of specialized human trafficking awareness trainings and outreach programing offered to partners both virtually and in person.
  
• Work to build capacity for providers to effectively serve survivors of human trafficking throughout the region, through technical assistance and promoting trauma-informed and best practices.
  
• Support the design and implementation of effective, respectful, and high-quality services that are congruent with and responsive to the diverse cultural needs of the community.
  
• Partner with Central Coast Family Violence Prevention Initiative partners to identify sustainable funding to enhance and/or expand prevention and intervention services for human trafficking across the Central Coast.
  
• Participate during assigned communities of practice activities and technical assistance sessions.
  
• Represent Interface in collaborative settings and build relationships with partners across the Central Coast region to coordinate services.
  
• Manage all service components to ensure compliance with contractual obligations, program objectives, efficiency of operations, timely reporting, quality assurance and productivity.
  
• Facilitate required and planned project evaluation-related tasks, manage mid-course corrections of the project as needed, complete and submit all required reports, share outcome data with the collaborative partners.
  
• In collaboration with other staff, partners and survivors, design, test and apply targeted outreach approaches and communications materials for different types of audiences, including at-risk groups, migrants, government officials and other stakeholders.
  
• Accurately evaluate, analyze, and interpret research findings, identify research problems, collect data, establish facts and draw valid conclusions to provide empirical support for programs.
  
• Performs manager responsibilities in accordance with applicable laws and regulations and within the agency's personnel policies.
  
• Lead in an accountable way demonstrating cultural sensitivity, attunement, and responsiveness.
  
• Support the facilitation and coordination of the state mandated Human Trafficking Case Worker training pursuant to CA Evidence Code 1038.2 for staff and volunteers.
  
• Maintain appropriate levels of expertise, remain informed of local and national trends and best practices regarding human trafficking, exploitation, and child protection laws.
  
• Contribute to the development and monitoring of the department and agencies' strategic planning priorities.
  
• Collaborate and coordinate integration of services with agency management and staff across departments.
  
• Participate in annual development, monitoring of program statistics, deliverables and outcomes.
  
• Actively participates as a member of the Human Trafficking Prevention & Intervention Services management team and the agency leadership team.
  
• Accepts on-call status to assist program staff in handling crisis situations and to maintain an atmosphere of safety and support in accordance with established policies and procedures.
  
• Supports department development and sustainability through grant writing and fundraising efforts.
  
• Serve as a mandated reporter.
  
• Other duties as assigned.
  
  QUALIFICATIONS:
  Minimum qualifications include a Bachelor's or Master's Degree in community development, communications, behavioral sciences, human rights, or other social science. Documented experience with Excel, Power Point, and Word is required. Two or more years of experience in statistics, research design, and program evaluation strongly preferred. Experience working with evidence-based prevention programming, grant-writing, and curriculum development required. Experience working with virtual meeting and training platforms including Zoom. Must have experience managing and supervising staff, public speaking, group facilitation, community outreach and engagement and or community impact initiatives. Experience working with survivors of human trafficking while demonstrating working knowledge of mental health concepts, domestic violence, family violence, child abuse, human trafficking, substance abuse, crisis counseling, and the cycle of violence is preferred. Requires completion of Domestic Violence Counselor and Human Trafficking Case Worker Training within three months of hire. Demonstrate excellent organizational, problem solving, and written and oral communication skills. Required flexibility of schedule (evening or weekend work may be required) and ability to work independently. Experience with private and/or public social service agencies desirable. Bilingual in Spanish highly desirable.
  Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI, Child Abuse Index and Department of Motor Vehicles (DMV). Proof of a valid California Driver's License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer.
