the search for the Chief Financial Officer for Gold Coast Health
Plan in Ventura County. This position is based in the Camarillo
office but a hybrid schedule will be considered.About the

independent public entity governed by the Ventura County Medi-Cal

Position:The Chief Financial Officer (CFO) reports to and is a key
partner and advisor to the Chief Executive Officer (CEO). The CFO
is a highly contributing member of the senior leadership team and
is responsible for the financial results of the organization and
providing overall financial guidance and strategy to all areas of
the Plan. This is a high profile position within Gold Coast and
requires the successful candidate to have a broad based, global
view and understanding of Gold Coast, with the ability to work
collaboratively and effectively across organization departments and
functions. This leader must be comfortable establishing excellent
relationships with other members of the senior leadership team, the
Ventura County Medi-Cal Managed Care Commission (Commissioners),
external business partners and State regulatory agencies. The CFO
provides the vision, leadership, creativity and strategic direction
that assures Gold Coast's financial annual and long-term
performance supports its mission. The CFO ensures effective
stewardship of resources and efficient operation within contractual
and regulatory requirements while balancing compliance, risk
management and the needs of the health plan.Primary Duties and
Responsibilities:
- Provides strategic financial leadership, in partnership with
the CEO, Commissioners and the Senior Leadership team, in defining,
developing and implementing the strategic plan for the
organization.
- Leads all financial administration, business planning and
budgeting.
- Manages cash flow and invests surplus funds to Gold Coast's
best advantage and directs program related to receivables
management, payroll, purchasing and payable systems.
- Ensures required tangible net equity (TNE) and financial
viability is met and maintained.
- Provides senior level leadership guidance and direction (as
needed) for all finance related policies, procedures and programs,
including:
- Profit/reserve analysis
- Functional control over accounting activities
- Monthly Financial Statement, including IBNR estimates
- General Ledger Accounting
- Treasury (banking, cash flows, investments, etc.)
- Actuarial (IBNR, Medicaid rate development, RBC, etc.)
- Disbursements (claims and trade payables)
- Taxes
- Provider Reimbursement Analysis and Network Development
Contracting Negotiation Support
- Internal Controls
- Develops and maintains risk management insurance program to
include reinsurance stop loss, corporate liability, D&O,
workers' compensation, etc. to adequately safeguard and protect
Gold Coast's assets and exposure to risk
- Annual budget:
- Oversees the development of Gold Coast's overall annual budget
for revenues, health care and administrative expenses on a
consolidated and product line basis
- Prepares annual capital expense budgets and evaluates and
recommends major resource upgrades such as leased space, hardware
and software systems
- Oversees Gold Coast's performance against the annual budget by
administering budget controls to establish and implement policies
and procedures for effective and accurate recording, analysis and
reporting of all financial matters
- Ensures timely and accurate Financial/Regulatory financial
filings:
- Financial and regulatory Reporting (GAAP and SAP)
- Ensures successful fiscal and regulatory audits
- Regulatory evaluations
- Leadership and Relationship Development:
- Finance department
- Oversees the operations of the Finance Department
- Through subordinate managers, plans, organizes, directs and
evaluates the work of a diverse staff
- Effectively manages staff by communicating job expectations;
planning, monitoring and appraising job results; coaching,
counseling and implementing corrective action steps when necessary;
developing, coordinating and enforcing systems, policies,
procedures and productivity standards. Completes performance
evaluations in a timely manner
- Investigates and analyzes complex administrative and personnel
issues and implements appropriate solutions in a timely manner
- Organizational:
- Coordinates functions and maintains effective, highly
collaborative working relationships with other departments and
staff
- External:
- Works closely with the Commissioners to advise and apprise them
of the financial health of the organization
- Secures and maintains excellent banking and investing
relationships while enhancing Gold Coast's relationships
- Develops meaningful and collaborative work relationships with
funding partners to ensure appropriate rates in order to provide
maximum benefits to beneficiaries
- Oversees vendor negotiations
- Expresses self effectively in all communication forms
Requirements:
- Bachelor's degree in Accounting, Finance, Business Management,
Healthcare Administration or related field.
- 10+ years' experience in a managed care and/or risk-bearing
healthcare organization.
- 5+ years' experience as a financial executive, ideally with
operational experience in a variety of financial
functions.
- Demonstrated depth of knowledge and successful experience
managing general accounting and finance teams; cash management;
financial statement preparation; review and analysis; development
and implementation of effective system and business improvement
processes; and multi-discipline management.
- Ability to accurately analyze complex financial and accounting
data and effectively communicate it to a wide variety of
audiences.
- Ability to develop financial and operational systems to
accurately monitor and control organizational activities
- Demonstrated leadership, vision and strategic skills are vital.
Must have a proactive and team approach, strong negotiation skills,
excellent customer service skills, ability to exercise sound
judgment; be flexible yet accountable.
