Under the guidance of the Chief Operating Officer, is responsible for overseeing all aspects of direct care and supervision across the agency's Transitional Youth Services program. This includes administrative, programmatic, and fiscal responsibilities such as assisting in hiring, training, and evaluating program staff; ensuring compliance with any applicable licensing or regulatory standards, county contract requirements, and agency policies; working with agency partners, families, and clients to ensure quality of care and supervision; and collaborating with agency leadership to develop and oversee program budgets and strategic planning.DUTIES AND RESPONSIBILITIES (illustrated by typical activities):Ensures that program philosophy and service delivery align with the program and agency vision, mission and values.Oversees all aspects of program operations, supervision, and growth of TYS programming. This includes sustaining client safety and security and ensuring client access to consistent therapeutic activities, community resources, and independent living programming. Provides milieu observation and feedback related to the cottage milieu.Responsible for staff development through on-going training of TYS staffFacilitates placement and mentoring of identified practicum/internship placements in TYSInterfaces with clients, families, and community partners regarding program activities, policies, procedures, and grievances. Reviews and responds to complaints made by youth or their authorized representative(s) in collaboration with the Quality Improvement Department.Manages the recruitment, appointment, evaluation, training, and termination of staff in consultation with the Sr. Director of Human Resources Employee Relations and Talent Acquisition Manager.Collaborates with the Admissions & Utilization Manager regarding program referrals, admissions, and discharges.Serves as the liaison with CCL and other regulatory bodies regarding licensing regulations and provides the update information related to incident reporting.Participates in TYS conferences and state associations related to program servicesCollaborates with community partners, campus, and program leaders to ensure coordination/integration to maximize client independenceMaintains reports pertaining to identified program data, including census and significant incidents.Maintains confidentiality in all matters within the organization, including with respect to personnel, operations, and clients.Ensures effective and quality clinical services delivery for assigned youth and families. Provides oversight of effective crisis and risk prevention and management.Advocates for system change in relationship to agency service delivery philosophy.Leads program development and improvement, including implementation of new services and service modalities and growth of existing programs. Establishes program systems, structures, policies and procedures, focusing on maintaining and improving efficiency, effectiveness and quality of services.Works collaboratively with managerial peers to develop, align, and improve program delivery, advance efficiency and outcomes, and promote a positive culture.Analyzes and integrates the use of outcome data to improve clinical service delivery within assigned team.Ensures and monitors defined outcome achievement for youth and families, as well as satisfaction levels for youth, families, and referring workers and agencies.Provide effective financial leadership and management, including budget development and oversight, revenue development, and expense stewardship, in collaboration with the COOEnsures full compliance with Community Care Licensing (CCL), Medi-Cal, Department of Education, and other regulatory bodies.Ensures staff billable productivity and other revenue related activities meet or exceed revenue forecasts, as applicableEnsures clinical documentation and quality assurance meets both agency and payor standards, ensuring audit ready charts and continuous quality improvement.Represent the agency and area in the community, providing exemplary leadership and professionalism that advance the region, agency, and behavioral health industry.Perform other duties as required.EDUCATION and/or EXPERIENCE: Master's degree in social work or related field with a minimum 5 years' experience working with severely emotionally disturbed children/adolescents, including experience leading and supervising residential programs; OR equivalent combination of education and experience.OTHER SKILLS AND ABILITIES: Ability to use various Microsoft software. Bilingual in Spanish, a plus, knowledge of regulatory and licensing requirements. Strong organizational, communication and leadership skills. Strong human relations skills and excellent interpersonal skills. Valid driver's license is required for transporting youths. Any changes that occur on your driving record must be reported immediately to your supervisor.Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, budgets, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, percentages, and ratios. Ability to apply concepts of basic Algebra. Ability to design and maintain a budget.Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
