Imaging Sensors provides advanced imaging solutions for a variety of customers, including the DoD, NASA, prime system integrators, and commercial customers. In the civilian space arena, Teledyne sensors are the most advanced sensors on board the Hubble space telescope, and they are also found on board the majority of NASA space probes and ground based telescopes. In the DoD arena, Teledyne sensors are integrated into several major systems for persistent surveillance, chemical detection, and target identification, among others.
Position Summary and Responsibilities

This Senior Contracts Manager position will support Teledyne Imaging Sensors (TIS)---s National Space market segment and report to the Director of Contracts at Teledyne Scientific and Imaging (TS&I).-- The candidate will employ leadership and strategy for cradle to grave support for a variety of pursuits, programs and contract types across a diverse customer community. Primary responsibilities include, being the market segment lead for contracts, reviewing RFPs and supporting proposal submittals, leading contract negotiations, managing complex programs and agreements, and formalizing contractual documents. The Senior Contracts Manager will have frequent interaction Business and Corporate level executives and will need to work collaboratively within a program Integrated Product Team (IPT) environment.Essential Duties and Responsibilities include the following. Other duties may be assigned.Proposal Activity:

  • Review RFP documentation to identify and communicate key proposal parameters/requirements
  • Completes initial review of Terms and Conditions to identify risks areas and coordinate mitigation plans with Program team
  • Coordinates proposal activities with Program Manager and Pricing
  • Reviews proposals for RFP compliance --- contractual documents (e.g. Reps and Certs, other certifications as required)
  • Coordinates appropriate Data Rights Assertion with Program Manager, Engineering, Intellectual Counsel & Pricing
  • Submits proposals and ensures customer follow-up
  • Monitors all proposal activity via Proposal Status LogNegotiation Activity:
    • Negotiates Terms and Conditions in accordance with Teledyne Corporate ---Review & Approval on Non-Routine Business Risks--- Policy and Procedure
    • Leads price negotiations with Program Manager and Pricing negotiation team
    • Coordinates and documents all fact-finding/negotiation and price documentation to and from the Customer
    • Ensures appropriate management approvals in place for final acceptance
    • Initiates TINA Sweep process and submits Certificate of Current Cost or Pricing data.
    • Works closely with Customer to resolve any discrepancies, obtains necessary approvals for acceptance, signs and submits to Customer for counter-signingContract Administration:
      • Monitors contract during the execution phase including: funding requirements, period performance extension, scope impact, disputes and customer relations.
      • Partners with Program Manager and Contracts Support staff in contract execution and issue resolution --- meetings, customer communications, strategies of execution, change management control, modifications, deliveries (CDRL & hardware) and assists in resolving billing/payment issues
      • Leads Contract Close-out activities
      • Maintains contract status databases and contract file documentation with the support of the Contracts staff
      • Reviews all correspondence and responds as ---voice of the company---
      • Advises management of contractual rights and obligations and means to mitigate contractual/program risks; compiles and analyzes data and maintains historical information
      • Understands Forward Pricing Rates, Cost Structure estimates of material, production costs, performance requirements and delivery schedules to ensure accuracy and completenessRequired Skills
        • Knowledge of commercial and government contracting including FARs, DFARs and ITAR
        • Ability to formulate and execute business strategies to reduce risk, enhance customer satisfaction, build positive customer relationships, improve profitability and support new business opportunities
        • Mature judgment, proactive involvement in strategic issues and problem resolution skills are required
        • Possess the ability to multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge
        • Effective communicator both orally and in writing with strong analytical skills and interpersonal skills

          Qualifications & Competencies -------------------------------------------------------------------------------------------------------- To perform the job successfully, an individual should demonstrate the following qualifications and competencies:
          • Demonstrated ability to coordinate large/complex contract administration assignments and perform dispute resolution and cost & price analysis for award, change orders and claims in accordance with Federal Acquisition Regulations or other Government regulations
          • Strong knowledge of the total Government DoD contracting process, demonstrated contract drafting skills and experience in reviewing and digesting contracts and identifying the parties--- contractual obligations
          • Exemplary analytical skills and ability to review and negotiate contract terms and conditions
          • Strong organizational skills and ability to multitask and manage multiple priorities
          • Ability to negotiate complex agreements and effectively communicate with all parties internally and externally
          • Demonstrated ability to create and maintain strong business relationships
          • Proven ability to adapt and manage effectively in a fast paced, challenging environment
          • Solid business acumen accompanied by interpersonal savvy
          • Team-oriented leadership skills
          • Decisive visionary with the objective of balancing tactical and strategic issues
          • Excellent verbal, written and presentation communication skills
          • Advanced computer proficiency using Microsoft Office Suite (Word, Excel & PowerPoint)
          • Displays exemplary ethics and business conduct and performs work cognizant of safe work practices--Education and/or Experience--------
            • A Bachelor---s Degree in a relevant disciple is required. Desired Education: Master of Business Administration (MBA), Juris Doctor (JD) and/or Certified Federal Contracts Manager (CFCM)
            • A minimum of ten (10) years of directly relevant experience in negotiating and drafting complex domestic and international procurement contracts.
            • Outstanding legal writing skills, with the ability to draft contracts and agreements that clearly, accurately, and concisely reflect the details, terms, obligations, liabilities, and remedies of the contracting parties.
            • Ability to manage a high volume of work at a detailed level.
            • Domestic and international travel may be required up to ten percent (10%) of the time.Other Qualifications: --
