Our Client, An American industrial conglomerate, is seeking a
Manager, Program Control & Pricing
Location: Camarillo, CA
Position Type: IT Full Time
Job Summary:
The Manager of Program Control & Pricing plays a key role in the
company's program business management, financial forecasting, cost
accounting, management reporting, inventory and internal control
processes. This role performs a wide range of budgeting,
forecasting, accounting and operational analysis for Client
Scientific & Imaging.
Job Responsibilities:
Program Control:
Provide leadership and direction to program control staff.
Oversee preparation and submission of customer financial reports
which include various standard government reports, EVMS, EACs,
financial outlooks and resource projections
Ensure program compliance with internal policies and government
regulations
Perform analysis for program cost elements including staffing
plans, contract commitments, expenditures to date, and cost
trends
Prepares and reviews EACs, financial reports and ensures profit
rates for contracts are properly recorded
Ensure EACs are submitted timely in support of month end close
processes
Collaborates with cross-functional teams (Program Managers,
Engineering, Operations, Contracts, Purchasing and Accounting) to
provide end-to-end financial support
Brings a strategic and operational focus to critical programs
and/or product line planning and financial operations, with a
particular emphasis on delivery of financial plans and improved
cost and compliance controls
Establishes best practices for program budgets, EACs, tracking of
actuals to budget, variance explanations and charge collection
setup to be consistent with WBS structure.
Assesses Risk and Opportunities in support of EACs and Rolling
Forecast Revenue and IBT projections
Prepares cost analysis for proposals and standard products
Manages quarterly program reviews for all business units
Estimating & Pricing: Identify cost estimating tools and techniques
to stand up an estimating capability (parametric, analogy,
engineering estimate and/or actuals costs)
Develop tool for tracking of historical costs of key operational,
engineering and level of effort tasks
Provide independent review of cost estimates in bids
Provide guidance on preparation and narrative of BOEs
Assist with vendor and subcontract quote validation
Understanding of engineering development for validation of cost
estimates
Manages resource allocation between program control, estimating and
pricing
Accounting Responsibilities: Ensures correct revenue recognition
methodology is being applied to fixed price contracts in compliance
with ASC606
Supports government and SOX audits as needed
Supports and contributes to an effective and timely month, quarter
and year end close and provides variance explanations on
results
Frequently works with Enterprise Resource Planning (ERP) system for
tracking and reporting of data
Essential Duties and Responsibilities include the following. Other
duties may be assigned.
Qualifications & Competencies: To perform the job successfully, an
individual should demonstrate the following qualifications and
competencies:
Knowledge of DoD program cost and schedule management practices or
similar SOX compliance regulations
Must be comfortable managing multiple projects with high priorities
and ability to produce quality results in a tight timeframe
Ability to effectively interface with both internal and external
management and personnel
Clearly communicates and presents data, both in writing and
verbally
Knowledge of financial analysis/reporting, EVMS techniques, Cost
Accounting Standards (CAS), FAR/DFAR, proposal pricing, and
applicable government billing systems (WAWF)
Knowledge of Accounting, Contracts and Subcontracts procedures
Knowledge and experience in GAAP
Knowledge of project management and project control tools such as
Costpoint, TM1, MS Project, Excel, PowerPoint and Word
Displays exemplary ethics and business conduct and performs work
cognizant of safe work practices
Education and/or Experience: Bachelor's Degree in Accounting,
Business Administration, Economics, or related field
Experience in operational finance, including financial analysis,
cost accounting, forecasting and planning, and accounting
Experience interacting with internal and external auditors
Salary Range: $130,000 - $156,200
